I am having a first draft done. Currently being developed at: https://gitlab.gnome.org/gicmo/gnome-shell/tree/wip/thunderbolt

Some open questions: 

1) are the error messages good enough?
2) what (should) happen when one clicks on the error message?
3) what to do authorization errors for devices that are automatically authorized during boot (scan for them on login and show a one-off error message)?
