Problem:

I find that the tooltips significantly reduce the usability of
the panel menus.  I want to be able to disable tooltips for menus.

The above bug report does not adequately describe (but provides a
positively crackrock solution to) a serious problem. :-) So i've
changed the summary text.

So, the panel menu tooltips obscure the menu text, and should probably
be displayed outside the menu area. Whether this is a GTK+ or panel
issue, I don't know.

But on the other hand, I think we should solve this. It is really a 
usablility handicap. I think this is important. And yes I think the 
right solution here is to first make sure that the tooltips don't 
obscure anything useful. If that's not enough somebody can still 
request an option to turn them off.
