If there is mouse movement while (some) dialog boxes are being loaded they do not obtain focus.


Steps to reproduce:

1. Open an image in GIMP, create an image and choose to export it in a format with a format-specific dialog (e.g. PNG, JPEG).

2. Activate the export button and move the mouse while the format-specific dialog loads.

3. Try to interact with the format-specific dialog.


Expected result: The dialog should respond.


Actual result: The dialog seems active (widgets are highlighted when the mouse moves over them) but, since it does not have focus, interaction is not possible.


Workaround: Click elsewhere and then click on the dialog so that it gains focus; or close the dialog using the system's close-window button and don't move the mouse when going back to it.


System:

* macOS 10.13.2

* GIMP versions tested: official 2.8.22; McGimp 2.9.6 Standard Edition (GIMP 2.9.7 commit 1773cd91a2).


Observations: Dialogs other than the one given as an example also suffer from this issue (e.g. the Properties one accessible from the File menu entry in GIMP 2.8.22). Understanding the behaviour and workarounds made the issue became trivial but until then it caused me quite a bit of frustration.
