Shortcuts don't work with Windows on-screen keyboard

It seems that shortcuts won't work with the on-screen keyboard on the Windows platform, which is an important usability issue, especially for creators with disabilities making using the menus difficult (see original mailing list discussion). Reproduction steps: 1/ Select part of an image. 2/ Hit ctrl + x in the on-screen keyboard Expected result: the select piece of image should be cut. Actual result: nothing happens. One has to go through the menu instead. As far as I understood, the on-screen keyboard works ok inside text fields, but not for actions out of a text field (for instance on canvas). The original reporter used GIMP 2.8.20 on Windows 7 and apparently tried also other on-screen keyboards, but the issue was the same there as well. I asked where the on-screen keyboard can be activated on Windows. The original poster adds: > the Microsoft on-screen keyboard can be accessed either through the start menu or control panel put under the ease of access program.
Although I do not have the same system as the OP, I can confirm GIMP experiences problems when using the native on-screen keyboard in Windows 10, too. In Win10 it is accessed by right-clicking the taskbar and selecting 'show Touch Keyboard button'; a keyboard icon appears in the system tray, and clicking that pops up the on-screen keyboard (it does not auto-popup when using a text control). This keyboard does not include a Fn row or Alt key. Clicking outside the keyboard window closes it. Anyway, in GIMP (as of 2.8.22) I observed the following: - When focused on text input boxes or other GUI controls, the Touch Keyboard works fine. (This includes on-canvas toolbox elements with the Text tool.) - When focused on the image canvas, only character keys seem to work; non-character keys (arrows, spacebar, backspace) show no response. This includes when using the Text tool -- and not being able to spacebar here effectively renders the tool useless. - Keyboard shortcuts can be input from the Touch Keyboard and generally work as expected. Mind that tools with associated overlays/previews and dialogs (scale, levels, etc.) seem to activate immediately upon the keyboard shortcut (this does not happen when selecting tool by mouse click). I am inclined to think this may be GIMP specific; I also tested the touch keyboard in Inkscape (0.92) but did not witness any problems.
