I think it a bug because on same system with single GPU, "GNOME on Xorg" also available on login screen.

How reproduce:
1) On system with Intel GPU add discrete GPU for example Vega RX.
2) In BIOS make primary discrete GPU, but don't disable Intel GPU https://bugs.freedesktop.org/attachment.cgi?id=135427
3) Restart system and sure that "GNOME on Xorg" variant is unavailable.

are you using ubuntu? they used to ship a distro patch that would prevent Xorg from showing up in certain hybrid cases because the nvidia driver had a bug that prevented it from working.
