Could you start gimp from the console using the --verbose command-line
option?! Please watch console output and tell us if you find something
that looks suspicious.

Also, could you give more details about the version of the operating
system that you are using, and the version of the GIMP that you are
using and how you installed it?

In Xtns -> Photoshop Plug-in Settings...
When I specified only one directory, one message popped up,
then I added three more directories to it, four messages appeared...

(Note: I chose valid directories for GIMP to load Photoshop plug-ins,
but nothing happened!)

I tried to delete all four directories there, but after closing the
dialog and reopening GIMP, they were still there.

However, if I only delete three of them, the next time I start GIMP
there is only one message!

I first installed GIMP with translations, then I decided I would
prefer the English version, uninstalled it and reinstalled it. Nothing
was manually deleted.

The Photoshop plug-in is only available in the Win32 port so we rely
on Tor to comment on this report.

Is the message window from the pspi (Photoshop plug-in interface) 
plug-in? Try moving the pspi.exe away from the plug-ins folder and 
see if the message window goes away.

You should also try dragging the message window larger to see what 
its full title is (or check it in with Alt-Tab).

If it's from pspi, do you have any Photoshop plug-ins installed so 
that pspi finds them?

Changed target milestone of several bugs to 2.0 - these are not features, and
don't look to me like blockers for a pre-release, but they have to be addressed
before 2.0.

As this problem is in the pspi plug-in, which is a 3rd-party one (by 
yours truly) and not in the GIMP sources, or even a separate module 
in the same CVS repository, does this bug report even belong in 
Bugzilla? 

(I guess one cannot say that pspi is dead, but on the other hand I 
haven't found inspipration to do any more work on it in a loong time, 
so it kinda smells funny ;-)

I probably should ask for permission to add pspi to the GNOME CVS. 
Then maybe there is greater chance somebody else might do some work 
on it. Unfortunately compiling it requires the Photoshop 6 SDK (or 
newer, but the newer ones aren't any longer freely downloadable).

Since this is not a gimp bug but a bug in a 3rd party plug-in I
suggest we close it as NOTGNOME.
