Do you see any icon at all (for example, the wired icon) when the VPN is connected?

On which distro does this happen, and which NM version do have?

Before connecting I see the wired icon, it flips to a spinning connecting icon when connecting, and returns to a wired icon after vpn connects.

Lubuntu is distro, version is 1.8.4-1ubuntu3

The icon displayed also depends on the icon theme, can you try to switch to a different one in the desktop settings?

I am, and have always used, the default. Lubuntu theme.  I did switch it, and then switch it back.

No difference

I tried a Lubuntu 17.10 VM and indeed switching the theme in

  Preferences -> Customize look and feel -> Icon theme

from the default theme to Adwaita or Humanity made the lock appear again. So this is a icon issue you should report to the distro bug tracker.
