In recent Evolution distributed with Ubuntu, the "Save email as template" menu option has disappeared.
It was there before.

In Evolution 3.26.1 the "Save email as template" menu option still exists in the email composer. Hence closing task as NOTGNOME.

(Does "Edit > Plugins > Templates" exist and is it enabled on Ubuntu?)

"Edit > Plugins > Templates" does exist but was disabled by default. 
After enabling and, restart of Evo, option is available
