When using the Gnome on-screen keyboard, you cannot captialize letters.

Steps to reproduce:
- Use touchscreen
- Open on-screen keyboard
- hit shift key
- see that letters on keyboard are captitalized
- press letter
- see lower case letter in your input

(tested with Gnome terminal, google chrome, nautilus)

Also, typing a `?` results in a `ß`
(German layout)

Fixed in the rewritten on-screen keyboard in 3.30.
