Blue highlight border flickers in Overview when you hover mouse away from & over window

BEHAVIOR When you enter activities overview, and hover your mouse over an open window (or away from an open window and then back over an open window) the border around the window flickers: it briefly fades, then returns. This flickering also occurs when you hover over the "X" close button at the top-right of a window in Overview, and then back to the window. EXPECTED BEHAVIOR That the blue border wouldn't flicker (or quickly fade out then fade back in) when you move the mouse into, over, or away from the window in Activities Overview. BUG DISCOVERED USING Ubuntu 17.10 GNOME shell 3.26.1 (both gnome-session package/vanilla gnome shell and gnome-shell/the Ubuntu-modified gnome shell package) Nvidia 384.90 proprietary drivers X.org 1.19.4 Linux kernel 4.13.0-15-generic

GNOME is going to shut down bugzilla.gnome.org in favor of gitlab.gnome.org.
