My keyboard layout has multiple layers triggered by modifier keys, e.g.
CAPS-LOCK + J = (
CAPS-LOCK + K = )

There's a layer to quickly enter numbers from the home row, two.

Unfortunately GIMP completely and globally ignores all modifiers and I just get the base key, e.g. J und K

All Text inputs are affected, saving files, entering text, naming layers and so on…

The layout has to be installed, but there also is an AutoHotkey version:

This does likely happen for all GTK+-based applications and is not specific to GIMP. Try Inkscape, for example.

You're absolutely right, I can confirm the same behaviour for Inkscape v0.92.2

So this has been fixed in 2017-01 in the gtk+ 2-24 branch. There was apparently no GTK+ 2.x release with this fix yet.
