backgrounds and emblems dialog is basically a preference dialog and
shouldn't have window decorations. It does currently have a close button.

Daveb, davef: since we've got 2.0.0 and 2.0.1 keywords we can probably
use GNOME2 keywords for bugs in the gnome2 version that aren't 2.0.0
now. Sound reasonable?

Sounds good, although presumably we'd prefer to be doing this with a
GNOME Milestone, rather than keywords.

Sure, but a GNOME milestone requires excessive bugzilla hacking, which
is sort of verboten until we upgrade to 2.16.

Close on the window frame is HIG-ly correct.

i was under the impression that they should only have close button in
the window border but no minimize and maximize buttons (like the
control center capplets). and yeah close buttons are evil.
