Focusing a half-maximized window on one side of the screen also raises a half-maximized window on the other side

I have three applications A, B, C open with A half-maximised on the left, B half-maximized on the right, and C in normal state. I’ve focused C to raise it above B. Now if I focus A, gnome-shell raises B above C! This makes it much harder than necessary to quickly switch between A and C. B should be left below C if I didn’t focus it. (I’m using gnome-shell 3.26.1-0ubuntu1 on Ubuntu 17.10.)
