I don't know what part of the gnome ecosystem is responsible for this bug, but since it does not affect all applications it seems the applications themselves play a role, so I'm filing this bug against evince.  Maybe it can be refiled if an expert knows what causes the problem.

The gnome tweak tool offers the option of enabling a mouse behaviour that lowers a window when the title bar is middle-clicked.  When enabled, the feature does not work on evince, nor on gnome-terminal.  It does work on firefox.

Not an evince bug if it also affects g-t. Probably to do with CSD; it's gtk+ that handles this (although the gtkwindow.c code does seem to handle "lower"). In any case, -> gtk+.
