I've just seen alacarte README at https://github.com/GNOME/alacarte

It has not been updated since May 2012. And it has some bad information:

 1. it says "Alacarte 0.13.3" which is a very old version
 2. it says "See the 'INSTALL' file", where in fact there is no such file

In fact, if this bugs reaches you, only 1/2 of the facts stated int he file are correct (alacarte summary and how to report bugs).

Heja! Yeah, Alacarte is unmaintained old software... 
I've fixed this in git commit 6efc2b9
