[Patch] Migrate from intltool to gettext

Patch to migrate gnome-control-center from intltool to gettext. See also [1]. I'm not the greatest autotools expert, so it might still contain faults.

Note: I'm not entirely sure about the rules to make the translated policy files, but they do seem to work.

Thanks for your patch. Even though I'd like to apply it, and credit the hard your of yours, we're moving to Meson which will fix that.

I'm closing this bug as OBSOLETE. Feel free to open it again if you see need.

For clarity, porting to Meson doesn’t automatically fix that, see bug #787588.
