Noticeable on Chromium, Opera and Vivaldi browsers.
What is the version of your Chromium, Opera and Vivaldi?
Chromium 60.0.3112.113 Opera 47.0.2631.55 Vivaldi 1.11.917.43
I can reproduce the same issue in GNOME 3.24, also in Arch Linux. Opera and Vivaldi are not open source, as far as I can tell, so I'm unable to see how to implements its file opener/saver dialog. In Chromium, the Open, Save, Cancel and other strings from Open and Save dialogs are provided in its own source code, in file "chrome/browser/ui/libgtkui/select_file_dialog_impl_gtk.cc". Since are already translated in there, so I don't have a clue why it's showing translated. Anyway, this happens with other locales as well, e.g. Spanish, so, the way I see, there is nothing the GNOME's Brazilian Portuguese language team can do about it. Please report this issue in the respective browsers' bug trackers.

l3afpad's pt_BR translation received its last contribution in 2008 and is now incomplete, having a few strings marked as fuzzy (therefore they are displayed in English). For your convenience, I filled a Pull Request providing an up-to-date translation file (.po) to l3afpad source code repository: https://github.com/stevenhoneyman/l3afpad/pull/19 Feel free to get the .po file and install in your system using: msgfmt -co /usr/share/locale/pt_BR/LC_MESSAGES/l3afpad.mo </path/to/file.po>
