Add API and a corresponding (hidden) g-t setting to disable super smooth scrolling.

Should be boring boilerplate code mostly; plus I guess we should add some hysteresis to the smooth -> rough mapping (should we?).

... and more importantly, a good friend of mine also requested this feature. He might even buy me a beer, and this definitely makes me more motivated to implement it :)
