As explained by Juan Suarez in the patch he wrote for Endless a while ago some code needs to be added to GDM to allow setting up the user's password hint right from GDM right after the user set up his/her new password from there.

We have been carrying this patch downstream for a while now without spotting any regressions, might be a good idea to upstream it: https://github.com/endlessm/gdm/commit/37b1dd8f37d5e03892b6284c464c022dd6a781a9
