Steps to reproduce:
1. install the current meld version (3.16.2) from installer from meldmerge.org
2. open meld
3. open any menu

What happens:
Menus have no borders nor shadows

What should happen:
Windows should have borders and shadows

Additional info:
Newer versions of Gtk+ render correctly on Windows.

More specifically about versions: the problem exists in gtk 3.14.13 and doesn't exist in gtk 3.18.9 (both prom pygobject-win32).

So installer built with pygi-aio-3.24.1_rev1 (contiaining gtk 3.18.9) would solve this problem.

I agree. In fact, I'm just going to close this in favour of the updated windows build, since there's no way that the updated build *won't* fix this.
