Using GNOME 3.24.2, gnome-control-center's privacy panel is indicating "location: not in use" but it looks like gnome-shell uses the location? (as described https://bugs.freedesktop.org/show_bug.cgi?id=100263).

If that's the case then the label is misleading, it suggests to user that the system is not connecting to outside services when it is. Should it rather be "system use only" rather than "not in use" in this case?

Also if some users would prefer for their system to never reach to a location service it would be nice to have a real "not in use" which is respected by the desktop components as well (but I guess that's another request and should be a different report)

GNOME is going to shut down bugzilla.gnome.org in favor of gitlab.gnome.org.
As part of that, we are mass-closing older open tickets in bugzilla.gnome.org
which have not seen updates for a longer time (resources are unfortunately
quite limited so not every ticket can get handled).

If you can still reproduce the situation described in this ticket in a recent
and supported software version, then please follow
  https://wiki.gnome.org/GettingInTouch/BugReportingGuidelines
and create a new bug report at
  https://gitlab.gnome.org/GNOME/gnome-control-center/-/issues/
