Other browsers all open on the correct part of the file for e.g.,
$ $BROWSER file:///usr/share/doc/sqlite3-doc/cli.html#csv_import
Ephy cannot deal with it, and just opens on the top of the file.

Yes once we are clicking from inside the page the anchors work fine, but not from the shell command line.
