List keyboard shortcuts in the fallback app menu when shell does not display app menu

The menu in the upper left corner should list each item's keyboard shortcut to the right of each item, just like the menu in the upper right does. Yes even if there is a 'keyboard shortcuts' item in that menu.
I don't know about this, because normal popover menus don't display keyboard shortcuts either... they're not there in the window menu either in 3.24, nor are they present in the popover menus of other GNOME apps. But I've forwarded this request along to the GTK+ developers to decide how to handle it, since GTK+ controls how this menu is drawn.

Dan's complaint is specifically about the fallback app menu. It doesn't include keyboard shortcuts, like traditional menus do. But since none of our popover menus list keyboard shortcuts, I think we probably should not change anything.

yes, I got that this is about the fallback app menu. But waht is the 'menu in the upper right' ?! I opened epiphany and didn't find any menu there.

The window/hamburger menu? Dan is using 3.22, so he sees the old traditional menu with keyboard shortcuts. In 3.24, it's a popover menu.
