Managed to install gnome-internet-radio-locator 0.2.0 and later releases in https://download.gnome.org/sources/gnome-internet-radio-locator/ by running

   ftpadmin install gnome-internet-radio-locator-0.2.0.tar.xz

as ole@master.gnome.org.

The latest 0.6.0 release is available from https://download.gnome.org/sources/gnome-internet-radio-locator/0.6/

The GNOME product gnome-internet-radio-locator lacks a Bugzilla product.  See Bugzilla #781840.
