Remove 'Respond to messages' page because it is obsolete?

Many GNOME distros no longer include Epiphany by default (at least Debian, Fedora, Ubuntu) so I recommend that we remove this page: https://help.gnome.org/users/gnome-help/stable/gs-respond-messages.html
Good idea. Alternatively, we could just remove the page from the index.page so that users don't see it but distros can easily re-add the page (and retain translations).

I've made some additional changes now, mostly for gnome-classic and to preserve more empathy strings for translation.
