Steps to reproduce:

1. System menu -> Expand current wifi network -> "Select Network"
2. Give focus to an item in the list
3. Verify that pressing Up and Down changes the selection
4. Wait a while
5. Goto step 3

Expected results: Up and Down Arrow would always work.

Actual results: At some point (I think it's related to networks being added and/or removed), Up and Down Arrow cease working. At this point, all keyboard navigation fails: You cannot use Tab to change focus; you cannot use Escape to exit the dialog; you cannot Alt+Tab into another window; etc., etc. You can at this point click with the mouse to resolve the problem. But for users who cannot use a mouse (e.g. Orca users), this bug renders their system non-responsive.

That's expected - system modal dialogs aren't normal windows and won't allow access to windows while shown.

(All the other observations clearly are a bug of course)

Point of clarification: I presume that you mean that it is expected that you cannot use Alt+Tab to switch windows. By "You cannot use Tab to change focus," I mean switching between the list of wifi networks, the Cancel button, and the Connect button within that modal dialog.

I do not know if there is any relation to this bug, but when the
WIFI is off and I select the 'select network' option, the focus is
placed on the connect button, although the connection button is disabled. If I press the tab key, foco jumps to the cancel button.

If I press the tab key again nothing happens, the focus continues on
the cancel button.

GNOME is going to shut down bugzilla.gnome.org in favor of  gitlab.gnome.org.
As part of that, we are mass-closing older open tickets in bugzilla.gnome.org
which have not seen updates for a longer time (resources are unfortunately
quite limited so not every ticket can get handled).
