You likely don't have libopenraw's pixbuf loader installed. Technically eog is not able to load RAW images without it (since there is no other RAW loader for gdk-pixbuf AFAIK). However, since CR2's are basically TIFF files the TIFF loader kicks in once it sees the image's bytestream and loads the embedded "preview" image.

But since this works by recognizing the bytestream the other images in the folder are not recognized as supported and won't show in the collection.

Note however, that there were reports that libopenraw is a little buggy and may load your RAW images with wrong colors.

I heard about CR2's being shown with wrong colors, for example here: https://mail.gnome.org/archives/eog-list/2016-January/msg00000.html

A few years ago (during the 0.0.8 days?) I once tested myself when I got a bug report about that. That's the report that was reported against libopenraw I think: https://bugs.freedesktop.org/show_bug.cgi?id=25368 

Now that libopenraw's at version 0.1.1 (didn't notice) the problem might very well be fixed now. I don't have any test files at hand right now, though. I also didn't mean to discourage using libopenraw with eog (it's still eog's only way to show RAW images).
