Patch for Locations.xml.in

Weather applet shows wrong timezone for Novosibirsk (+0600 instead of +0700). The attached patch attempts to reinstate the Asia/Novosibirsk timezone to prevent such incidents in the future.

The timezone for Novosibirsk changed from +0600 to +0700 in 2016,
becoming separate from Asia/Omsk.
