The gstreamer-video package is missing from the include path of gst-validate. This causes the build to fail if using GStreamer in uninstalled mode.

What's the exact error you got?

This should be harmless to add I guess, just wondering if the real problem isn't in the gstreamer-pbutils-1.0-uninstalled.pc.in file in -base, that it doesn't list gstreamer-{video,audio}-1.0 as dependencies.
