Libretro cores expect a so alled system directory that they can use to look for firmwares. By default it is the working directory, but the user shouldn't put its firmwares there especially as it's not a fixed and well defined place.

retro: Set the Libretro core system directory

Set the Libretro core system directory to a platform specific directory
in the config directory.

This allows the Libretro cores to look for firmwares in a well defined
place.
