The Czech layout (layouts/touch/cs.xml.in) along with an updated Makefile.am

I've created a Czech keyboard layout for Caribou. The default (language-independent) layout is missing some important characters such as 'r' with caron (rcaron) or 'u' with ring (uring).

Sending the new layout as a patch.

Czech layout: add ecaron and diaeresis

I've realized I had forgotten to include one necessary character (ecaron). Also decided to include 'diaeresis' (umlaut) characters from German as they can often be useful in Czech.

New patch in attachments.

Sorry for not getting it right the first time. Now it should be correct :-)
