This will also require change in the stack below us, e.g. to pango and/or cairo. 

I found https://github.com/matthiasclasen/cairo/commits/matthiasc/emoji-5 (via https://bugs.freedesktop.org/show_bug.cgi?id=63771#c12 ). Unfortunately there is no indication (nor an open bug for this specifically) when or if this will be merged, and I don't know if that's what pango uses or if there will be needed more for pango.

Testing the newly pushed changes from guadec and have colour emoji working with gedit now but not gnome-terminal.

The cairo and pango changes were just necessary, not sufficient.
