GNOME Software is used to install GUI packages but not CLI, libraries, etc.
This makes sense, and it is a sane decision.

However, font packages cannot be installed either. 

This enhancement report to request to be able to search font packages and be able to install them in GNOME Software.

Pretty sure this worked once upon a time. We had a big effort to make sure there was appdata for all the font packages in Fedora. I'm confused why no fonts appear in GNOME Software despite that effort.

You can install fonts as well; they just need metainfo files. On my Fedora 25 system I see hundreds of fonts. What distro are you using?

Are these metainfo files packaging-specific files?

In my case (Debian/Ubuntu), could I just copy them or figure out any issues with licensing first?

No, they provide information about the upstream font, not the package.

You need to put the right metainfo file in the right package, else it's not going to work. Some metainfo files are upstream, but it's an uphill battle with fonts as a lot of them are never updated.

Fedora 25. I can see fonts if I search for them (e.g. by searching for "DejaVu") but they do not appear in the Installed tab, so there is no way for users to discover this functionality or manage installed fonts. To remove a font, I have to somehow know the name of the font a priori and search for it, then there is a remove button in the search results list.

I don't see any fonts in the list of Add-ons, nor any Fonts section or item.
