Because there is no proper GTK+ support (and this is in fact pretty hard to get right too) GIMP opts out of automatic window tabbing that has been introduced in macOS Sierra. We've had to do this because all kinds of weird behaviors were introduced, as can be seen in bug 776294.

However, we should be respecting the user's system preference (userTabbingPreference) on automatic window tabbing on macOS Sierra and later by implementing this in GIMP ourselves.
