In Preferences, one can choose the output format, but not the bitrate.

(The default for .ogg files produces ~112000 bps. This does have audible differences for trained ears. Audiophiles like to increase it.)

Thanks for taking the time to report this issue. I'm planning on adding this feature, I have some patches but haven't had time to finish them off yet. See bug 698122.
