Hi,

I'm seeing some quality issue with videoscale while downscaling from 1080p and 360p. Thick visible lines are seen at certain places. Also, periodic prints "can't find exact taps" are seen whenever such lines are seen in output

Pipeline : gst-top-1.0 gst-launch-1.0 filesrc location=input.jpg ! decodebin ! videoscale method=9 ! video/x-raw,width=640,height=360 ! videoconvert ! pngenc ! filesink location=/root/out.png

The issue is seen for method=3,6,8 and 9
