Feature request: Save preferred keyboard layout per user

It would be great if the keyboard layout was persisted (much like session selection) every time a user logs in. Upon logging in again, selecting the user would also select the keyboard layout. This is a feature ChromeOS (maybe other OSes?) have that I think would be great if gdm also had. Also described here: https://mail.gnome.org/archives/gdm-list/2015-May/msg00001.html
This feature is of regular use in my family as two different keyboard layouts are used. It was present in Unity (ubuntu 16.04), I believe it would be useful for gdm users as well. See also : https://bugs.launchpad.net/ubuntu/+source/gdm3/+bug/1769224
I would like to add the following information : at login, there is the helper with the possibility to have a virtual keyboard. Fist issue : This virtual keyboard appears in qwerty regardless of the active layout Second issue : When I try to change the layout, the list of layouts is displayed. When I move my mouse to select the layout I want, the virtual keyboard disappears. So I can't change the layout of the virtual keyboard.
