scroll application doesn't let me see the middle one

Hello, I have many applications, so I have 3 panels to display my applications (the "show my application" panel). My scroll works fine with my touchpad in all applications, so it's not a touchpad issue. I can't succeed to access to the 2nd panel because it scrolls from the 1st to the 3rd or from the 3rd to the 1st. It never stop to the 2nd one. I think about two solutions to move only one panel a time : - Ensure that it's a different scroll before doing the second change of panel : hands in touchpad are removed then put back but I believe it should be complicated to code and it's weird to understand if we think of normal mouses (not touchpad). - Wait a second or less between two scrolls (disable it for a few). I think the second one is good, especially because 0.2 or 0.1 second can be enough and can be invisible to people who don't have this issue.

Sorry for that. When I scroll down from the 1st panel, it goes to the 3rd panel. When I scroll up from the 3rd panel, it goes to the 1st panel. So, I can't succeed to display the 2nd panel with my scroll. I can see it only if I use keyboard's arrows by moving throw application selection (with the square which is in the image of panel 2, behind the first application).
It is gnome-shell not gnome-panel.
