Provide mnemonics for 'Tools' and 'View' submenus

In Gedit 3.22 it is not possible to quickly access anything in the 'Tools' or 'View' parts of the application menu because they don't have accelerators or shortcuts. One can navigate to them with F10 (the default shortcut to open the main menu) followed by the cursor keys. The items within these submenus do have accelerators, and there is nothing else in the menu beginning with 'V' or 'T'; these letters are simply unassigned in English.
It is possible to access some items in the 'Tools' and 'View' menus. For the 'View' menu, there is no shortcut for the highlight mode menu. For the 'Tools' menu, there aren't shortcuts for setting language menu, the toggling of highlighting misspelled words, the document statistics menu, and the insert date and time function. These are the ones that don't have shortcuts at last according to the shortcuts menu.
