'Modified - Time' values incorrect when within 24 hours of current time and have a different date.

Files with a modified date less than 24 hours do not display a date value, even when the date modified isn't the current date. Current date/time: '2016-11-23 15:30' Example 0: Files with a Modified value of '2016-11-22 90:40' are incorrectly displayed as '09:40'. Example 1: Folder with a Modified value of '2016-11-22 16:33' is incorrectly displayed as '16:33' (apparently this folder was modified in the future). There should be some indication of the date a file was modified if it differs from the current date.
Correction: Example 0: Files with a Modified value of '2016-11-22 90:40' are incorrectly displayed as '09:40'. Should be: Example 0: Files with a Modified value of '2016-11-22 09:40' are incorrectly displayed as '09:40'.
What version are you using? 3.18? If I understand correctly, this is a duplicate of bug 756402, which has been fixed for 3.20 and 3.22.
