This is pretty easy to replicate:

1. Log into a GNOME on Wayland session.
2. Open two windows that overlap at least partially.
3. Place mouse cursor in the overlapping area of your screen.
4. Use Alt-Tab or Super-Tab to alternate focus between the two windows.

Some times the window you are trying to focus will be raised above the other, but *not* get focused. Meaning you have to Alt-Tab twice to get it to be raised and focused.

It's not totally symmetric either. If I do it with two terminal windows (and use Alt-Grave to switch between them), the second terminal always regains focus correctly, but switching back to the first one exposes the bug.
