Hi,

In GIMP, when using transform tools, you need to:

(1) click the transform tool and 
(2) click a layer to place the transform handles on canvas?
(3) tweak the handles to transform

However, in other applications, such as Krita and Photoshop, the handles appear on canvas (active layer/selection etc)  the very moment you click or choose the transform tool, then you straight away move on to tweak the handles.

Also, it's different from what happens when you invoke the
tool from the "Tools" menu. I guess both menu and toolbox should
behave the same and simply activate the tool on the active image.

Trivial to change, just needs a decision for 2.10.

I guess that makes sense to activate the tool directly when it is selected. It doesn't do any destructive operation at this point so there is no harm, only a step saved.
And if you actually wanted to transform another layer, you can still change. I'd say we should go for it.

Thank you both for seeing sense in this request.

Perhaps clicking the color tool icons in the toolbox should behave similarly, if the benefit is obvious enough.

Looks like you are right. Let's just keep the older one (also I find the current one clearer actually, because it has steps in the description).
