Had various bad bugs in the past, only works on x86/x86-64, is copied from ffmpeg (and available in gst-libav directly), seems unmaintained.

If anything the code should end up in deinterlace.

Plugin is obsolete and seems unmaintained.
Use gst-libav as replacement.
