I think the mpegts lib can probably be moved to -base, and I think tsdemux should be moved there too. Will have to check with distributors first though.

(I think historically the rationale was that one wouldn't be able to do anything useful with demuxed streams anyway, but that is no longer true, if it ever was true.)
