Is this an issue to discuss and estimate what's deserve to move from bad?
I'd like to suggest H264SPS parsers become a part of codecutils to solve an issue like #790000. Can we start a discussion?

If your primary goal is to solve that bug, then I'd say let's not link that to moving the parser libs. You can probably start by doing the required parsing in the depayloader, just like it does h264 parsing already.
