"I", "ı" (lower "I" in Turkish), "İ", and "i" (lower "İ" in Turkish) characters doesn't work in GNOME on wayland when locale is set to Turkish. And "Alt Gr" doesn't work either.

Some scenarios I have tried:
Turkish language + Turkish keyboard layout: Doesn't work
Turkish language + English keyboard layout: Doesn't work
English language + Turkish keyboard layout: Works
English language + English keyboard layout: Works

And I have verified that the same issue applies also when using weston: I tried weston in window mode, and also in separate session with weston-launch

This bug makes GNOME unusable on Wayland in Turkish language.
