The error msg when accessing GIMP Help Browser

I am no guru. I just want the documentation to pop up when I access the help files for GIMP 2.8.18. I have had GIMP installed for awhile been using for years. All of a sudden the Help files would not appear and I got a message to download or use the internet version. So I used the internet version for awhile. 

Then I got this message when I tried it again to pop up within the program. This message is present " TLS/SSL support not available; install glib-networking". I have no idea what that means or what to do.

I did try to install the documentation separately. Still didn't help.
I then uninstalled GIMP and started again but the problem still exists.
How is this rectified?

To get GIMP I just go to the download page and click on the green button that said download for windows. 

I have a 64 bit Windows machine that runs Windows 10 Home with IE 11. I have two monitors attached. Don't know what specs you want to know. 

All I want is to get some help with how to do bits and pieces as I am getting on and a bit forgetful.

See bug 773920, especially bug 773920 comment 1. For the time being, you'll have to configure GIMP to use your web browser for the help, the comments tells you where this is done.
