Expected:
1. The UI engine reports its awareness of High DPI to OS
2. GIMP icons for high DPI are provided and selected.

Actual:
1. The UI engine reports its awareness of High DPI to OS
2. GIMP icons for 96DPI are selected nonetheless

Steps to reproduce:
1. Either attach a dense display, or change the DPI scale to something larger, than "100%"
2. Start the GIMP

Notes:
The default installation on Windows does not support High DPI, but the OS does NOT scale the window on its own. This means the Win port of the engine reports High DPI Awareness to the OS (which stops the scalling), but all the icons (and by extensions tools in toolbox) are selected as if 96DPI was in effect, which renders the "awareness" moot.
