Make copyright's year dynamic

The copyright's year on footer gets out of date every year.

This patch makes the year dynamic using a js script. Also tested on mail.gnome.org and git.gnome.org.

A better solution for this issue, is to use a separate resource file for the footer and import it to the base.rc

I have a patch using this method but it's totally untested, also i'm not quite sure where to use the defined variable. Per resource files or in the footer.rc using the appropriate tags for each page (thread page, messages page etc.).

Reworked patch based on mhonarc's documentation.

I also tested both patches locally and work without any issues.
