Provide a D-Bus interface to web application management, for use by e.g. GNOME Software

It requires turning Epiphany into a D-Bus service, so a good first step would be to get D-Bus activation working.

I'm going to tentatively close this WONTFIX in light of the discussions in https://gitlab.gnome.org/GNOME/gnome-software/issues/390. We can reopen this if there are more concrete plans for improving web app integration in Software, but I kinda think it is not very useful and should just be removed.
